Hi Chris,
Thank you for your enquiry, i can see from your picture that you only have one capacitor installed. With 230V motors you will need a capacitor installed on both live cables from each motor so i would of thought that is the problem with only one motor operating. The terminals to wire your capacitor that is missing is terminals 6 and 8, please see page 1 of the GB section in the link below.
