cat 2 and 3

i have recently been reading some safety documents regarding gate safety. after reading i came to the conclusion that if a gate meets all of its force requirements then no additional safety is required is this correct.

also when it does not meet force requirements what decides if it need cat 2 or 3 safety equipment.
